Title: Senior Specialist, Talent Acquisition

Program Overview:

The primary focus of this role (approx. 75%) will be to support the large, national, long term First Nations Child and Family Services and Jordan’s Principle Settlement. (FNCFSJP), Claims Helper Program.

 On October 24, 2023, the Federal Court approved the Settlement Agreement for the First Nations Child and Family Services and Jordan’s Principle Class Action. The Settlement Agreement includes $23.34 billion in compensation for impacted First Nations individuals and some of their family members. 

 The Settlement applies to First Nations children who were removed from their homes by, or involving, child welfare agencies operating in First Nations communities and the Yukon and placed in out-of-home care between April 1, 1991, and March 31, 2022, and to First Nations children who experienced a delay, denial or gap in essential services between April 1, 1991, and November 2, 2017. 

 Castlemain’s role in implementing the First Nations Child and Family Services Jordan’s Principle Settlement Claims Helper Program is to assist the Claims Administrator in providing navigational supports to Class Members in the Claims Process as outlined in the Settlement Agreement Schedule I, Framework for Supports for Claimants in Compensation Process in a culturally safe and trauma informed way. Our guiding objectives are to ensure that every Claimant has the opportunity to access, understand, and respond to the Settlement Agreement notice, as well as receive the necessary assistance for completing and submitting their claims. Furthermore, we are dedicated to ensuring that Claimants are well-informed about the wellness support and resources available to them.

We are looking for a Senior Specialist, Talent Acquisition to join our dynamic team, reporting into the Sr Manager, People Team Lead. This role will be instrumental in supporting the recruitment efforts to bring on diverse and talented individuals to fulfill key roles within the FNCFSJP Claims Helper Program and other open hiring needs.

The Senior Specialist, Talent Acquisition will support with sourcing, screening, coordination and pre-boarding processes and build strong relationships with internal stakeholders, external organizations, and candidates.

Job Specific Responsibilities will include:

Talent Acquisition and Recruitment

  • Manage sourcing, screening, coordinating interviews, and assessing candidates for a variety of roles within the FNCFSJP program and other open hiring needs.
  • Draft and post job advertisements on various platforms, ensuring alignment with organizational goals and brand identity.
  • Conduct reference checks, pre-employment verifications, and prepare employment agreements for selected candidates.
  • Ensure compliance with provincial regulations, best practices, and organizational policies throughout the recruitment process for both internal and external candidates.

 

Onboarding, Pre-Boarding and Offboarding

  • Oversee the entire pre-boarding process, including coordinating verbal offers, ensuring Vulnerable Sector Checks and Background Checks are completed, drafting and sending employment agreements, and ensuring all documentation is complete.
  • Own the HRIS onboarding process, including setting up individual profiles, processing new hire paperwork, and maintaining accurate and up-to-date records.
  • Support new hires during the orientation process to create a welcoming and positive onboarding experience.
  • Coordinate the offboarding process for departing employees, ensuring a smooth and respectful transition.

 

Relationship Building and Outreach

  • Build and maintain strong relationships with external organizations, including Indigenous organizations, community groups, educational institutions, and industry partners, to enhance recruitment pipelines.
  • Implement outreach initiatives to attract a diverse pool of candidates, ensuring alignment with organizational values and commitment to diversity, equity, and inclusion.

 

Operational Excellence

  • Monitor and maintain accurate HRIS records, processing changes such as new hires, terminations, and status changes in a timely manner.
  • Ensure the smooth and efficient execution of administrative tasks, such as managing recruitment reports, updating recruitment trackers, and processing candidate feedback.
  • Assist in identifying process improvements to enhance the overall efficiency of the recruitment function.
  • Perform other operational and administrative duties as assigned.

We're looking for someone with:

Required Skills and Competencies

  • 7 -10 years experience in Talent / People roles.
  • Successful background check.
  • Excellent organizational and time management skills.
  • Proficient with Microsoft Office Suite or similar software.
  • Excellent communication skills, both written and verbal and successful track record in working with staff at all levels.
  • Consistently demonstrates a spirit of teamwork and readily collaborates with others.
  • High level of critical and logical thinking, analysis, and reasoning skills to lead operational excellence.
  • Consistently adheres to all company policies, procedure, and practices.
  • Effective attention to detail and a high degree of accuracy.

Good to have:

  • First-hand knowledge or experience living in and/or working with an Indigenous community,
  • Experience with UKG HRIS / UKG Recruitment module
  • A degree or college certificate in human resources or relevant field.
  • Demonstrated ability to operate effectively in a dynamic environment.

Compensation Range:

$65,000 - $75,000 annually

About the project:  First Nations Child and Family Services and Jordan’s Principle Settlement

On October 24, 2023, the Federal Court approved the Settlement Agreement for the First Nations Child and Family Services and Jordan’s Principle (FNCFSJP) Class Action (the Settlement). The Settlement Agreement includes $23.34 billion in compensation for impacted First Nations individuals and some of their family members.

This agreement intends to compensate those harmed by discriminatory underfunding of the First Nations Child and Family Services program and those impacted by the federal government’s narrow interpretation of Jordan’s Principle.

The Caregiving Parents or the Caregiving Grandparents of children who were removed from their homes or denied access to an essential service may also be able to receive compensation.

Castlemain’s role in implementing the FNCFSJP Settlement – Claims Helper Program is to assist the Claims Administrator in providing claim form assistance to Class Members in the Claims Process as outlined in the Settlement Agreement Schedule I, Framework for Supports for Claimants in Compensation Process in a culturally safe and trauma informed way. Our guiding purpose is to provide compassionate and skillful Claim Form assistance to Class Members. We offer practical support by helping with the completion of Claim Forms, providing information to help Claimants understand the details of the Settlement and Claims Process, and fostering supportive interactions with Claimants throughout. Furthermore, we are dedicated to ensuring that Claimants are well-informed about the wellness support and resources available to them.
